When the project started, a health facility survey in the Dodoma region revealed an extensive lack of information about facility and equipment maintenance. Eighty-six per cent of those in charge of facilities indicated that no money was spent for maintenance or that they did not know if money was spent for maintenance. Fifty-five per cent indicated that they didn’t know how to request maintenance. Districts do not keep comprehensive inventories of medical equipment and have only partial information about the state of their facilities.

Effective maintenance systems are built on information about the facility and technical resources. To establish a baseline of this information was therefore the first essential step toward building a maintenance strategy, and a technical system was needed to manage the information.

OpenMedis is a software application developed by the Swiss TPH to support the management of maintenance processes. It is open source, with no licensing fees, and was adapted to meet the needs of Tanzania.

Data collection sheets were developed and technicians were trained to use the tools to establish an inventory. This inventory started in January 2012 and was carried out at all dispensaries, health centres and hospitals.
